In a letter to Tribune owner Sam Zell, Connecticut AG Richard Blumenthal questions whether the merging of operations between the Hartford Courant and Fox61 (WTIC/WTXX) violates the FCC waiver that Tribune was granted, allowing it to own a TV station and newspaper in the same market.
