Sources, close to the capitol, with internal working knowledge, have confirmed to The Laurel that only one bid has been submitted to the Office of Legislative Management to run the public affairs television network known as CT-N. That one bidder is the current operator The Connecticut Public Affairs Network(CPAN).
Despite a backlash, it appears no adjustments have been made by OLM to the initial RFP, which was criticized for handing editorial control to the legislature.
It is considered unlikely that CPAN would submit a bid that would meet the exact terms of the initial RFP, because it would raise questions about editorial independence. Freedom of information advocates and newspaper editorial boards came out against the RFP as soon as it was revealed. The current CPAN contract to manage CT-N expires June 30th.
