According to a report published by Poynter, Gannett has slowed down plans to staff up many of its local newsrooms after a long period of cutbacks and hiring freezes.
Small papers, like the Gannett owned Norwich Bulletin, had been targeted for the re-building plan, but the effort has yet to make any significant impact.
