CT Mirror budget reporter Keith Phaneuf discusses the revelation that the Connecticut State Colleges and Universities system is sitting on a budget reserve large enough to cover about half of its operating budget. Keith weighs in on what that could mean for tuition and other academic spending in the coming years.

The $150 million dollar cut in federal funding from the Department of Health and Human Services will impact things like preventative screenings for newborns and health disparity programs. Rep. Cristin McCarthy Vahey (D-Fairfield) says it will also impact the state in other ways, like communications systems. For example, public health departments will  go back to faxing records rather than sending them electronically.
