Troubling RFP

The request for proposals issued for management of the Connecticut public affairs network known as CT-N is raising concerns inside and outside the capitol.

The RFP clearly states the intent is to reduce the amount of coverage the network provides and also reduce cost. More troubling to some CT-N supporters is language in the RFP that gives editorial control to the legislative branch of government.

The RFP says coverage decisions must be “pre-approved” by the Connecticut General Assembly(CGA), the CGA also “reserves the right to override any [coverage] decisions…at any time,” and to “direct…the operator to broadcast different events without notice.”

This would be a departure from current practice in which the vendor managing CT-N makes all coverage decisions with the understanding those decisions will be made on a non-partisan basis.
